#260: setup creates nested Osgeo4W StartMenu folders

When I installed o4w on Win7 Home with setup.exe the folder "...\Start
Menu\Osgeo4W\Osgeo4w" is created (with the innermost folder containing a
shortcut to Osgeo4w.bat).
This may be related to #47 which mentions a similar nested menu
construction.
The install selections were: ''Advanced > From internet > All Users >
packages: msvcrt, apt, python.''
this ticket may become moot if #18 is finished.
