Frank,
I had a chance to reinstall OSGeo4W. This causes the problem with
tiffinfo and listgeo to go away (as noted by others). Thanks for your help.

Ok, I tested and I'm not seeing this. Do you have the libtiff
4.0.0dev-92 version?
If I run depends.exe on C:\OSgeo4W\bin\listgeo.exe or tiffinfo.exe
I don't see any of the DLLs depending on MSVCR90.dll though before
the -92 update the libtiff.dll did.
