#275: Sqlite3.dll should be updated

I could not read rasterlite rasters with QGis before updating the
sqlite3.dll file . The one that was in the osgeo4w\bin directory was
pretty old (2008-02-06). I changed the file with a newer sqlite3.dll from
gisinternals GDAL setup (2010-10-24) and after that rasterlite rasters
show in QGis.
