What's the initial setting of {{{PATH}}}? I think {{{PATH}}} can get
corrupted if it exceeds a certain - yet unknown - length ({{{_MAX_PATH}}}
is only 260). Could you try with a short {{{PATH}}} (eg. running
{{{osgeo4w-setup}}} from a cmd with {{{PATH
%WINDIR%\system32;%WINDIR%;%WINDIR%\system32\wbem}}}).
