#315: Spaces in install path breaks OSGeo4W.bat

If the OSGeo4W.bat command shell initialising script is run from a
location with spaces in the directory path, then it will fail. This issue
is commonly encountered when using the standalone QGIS installer (1.8.0.1)
as the default Windows install path is C:\Program Files\Quantum GIS...
The following QGIS bug report gives modifications to two of the batch
files called in the initialisation sequence (osgeo4w.bat and o-help.bat)
that appear to solve the problem.
