#326: libpng-devel-vc package provides a static lib instead of a DLL import

Programs linked against the lib\libpng13.lib do not depend on any of the
png DLL provided by the libpng package.
Moreover, the libpng package install no less than 3 different files for
the same thing :
libpng-3.dll
libpng12-0.dll
png_osgeo.dll
I guess some cleanup is necessary here.
