Hm, for me gdalinfo --formats reported GeoRaster and ogrinfo OCI. But I must admit that I never tried georaster so far - apparently that didn't work here. I'm relativly sure I've used ogr2ogr with that oci driver before. Anyway, I've rebuilt both - georaster now works for me (populating oracle with gdal_translate tif to geor and viewing using the qgis oracle raster plugin from qgis). > 3 - QGIS also doesn't work when you try to load vector or raster.
