#350: Update JPEG library package

JPEG (from Independent JPEG Group) version into OSGeo4W is 6b (1998) and
the latest version of HDF5 group is 9 (2013), could be possible to upgrade
the current OSGeo4W package to this version or at minimum to the 8b
please.
