#352: Cannot specify Root directory from command line install

If trying to specify the root installation directory from a command line
install with the -R flag, it defaults to C:\<subdironly>.

osgeo4w-setup.exe -a -R C:\GIS\Programs\OSGeo4W -l W:\GIS\Programs\osgeo4w
}}}
In the above I've told it that the Root dir is C:\GIS\Programs\OSGeo4W but
it defaults to C:\GIS and not the full path - see attached image of
installer window.
