Hi With Jürgens help I managed to create and upload a package for the OGR-SOSI-driver-plugin to OSGeo4W. Hope everything works well. Feedback is welcome...

Please feel free to ask, if that leaves open questions. GDAL in OSGeo4W is built with Visual C++ 2010 (see [1]; applies to both 32 and 64bit).
