#390: Update python shapely library

Hi
Currently the python shapely library is at version 1.2.9, which is causing
problems with versions of the GEOS library that include the SVN revisions
in the version number. This means that the library cannot be loaded - see
for example

https://github.com/Toblerity/Shapely/issues/76#issuecomment-2779203
Could the module be upgrade to >= 1.2.15 please?
