Yes.

That's why it took so long to have a 64bit build - there isn't a pressing need
to have 64bit builds if 32bit binaries also work.

But 64bit binaries are preferable on 64bit machines and it contains QGIS and
all of it's dependencies, which already are a major part of osgeo4w 32bit
(GDAL, GEOS, GRASS, proj.4...).
