It has to do with the crssync that fails in line 21575. Does
{{{%OSGEO4W_ROOT%\etc\postinstall\qgis-common.bat}}} still exists (it
would have been renamed to {{{qgis-common.bat.done}}} after it's
execution. Does it produce errors if you run it from the OSGeo4W shell?
