#433: Upgrade request for pyqt4 version in 32bits installer

Hi,
pyqt4 version in 32 bit installer is late compared to 64 bit. currently
the 32 bit windows build uses pyqt 4.8.3 when some use case in the API
require 4.8.4 or higher.

At least two plugin are broken for 32 bits versions, if someone has time
for such an upgrade, that would help a lot.
