#437: QGIS 2.2 Html Annotation Balloons not displaying html in some projects

I am running QGIS 2.2 (code revision c3a2817).
I have tested this on Windows 7 32 and 64 bit systems and get the same
result.
I have many project files for many different physical sites.
I add the same html file to an annotation balloon after loading different
project files and some will not display
the html.
I have looked through several .qgs files but cannot figure out what
project or options setting is preventing the display of the html.
Can someone direct me to the proper setting to allow the display of html
in all of my .qgs files?
