#446: OSGEO4W installs QT designer shortcut and bat, but not qtdesigner.exe

If I select qgis-dev package only, the installer creates menu entries for
QT designer and the bat file, but not the qtdesigner.exe file itself.
It needs to select qt4-devel package to get this too.
I suggest to add qt4-devel as dependency to qgis-dev, or to skip the
bat/icon creation if teh package is not selected manually.
