Hi,

Qt in OSGeo4W 32bit was updated to 4.8.6 (from 4.7.1) to resolve some QGIS
issues only present in OSGeo4W 32bit.  In the process the compiler was switched
from 2008 to 2010 (same as in 64bit).

Several reverse dependencies were also rebuilt (some also updated) using the
same compiler:

* QGIS (2.6.1 and nightly)
* SIP [4.12.1 => 4.16.5]
* PyQt4 [4.8.3 => 4.11.3]
* Qwt (qwt-libs-qt4, qwt-doc-qt4 qwt-devel-qt4 replace qwt5-libs-qt4,
  qwt5-doc-qt4 qwt5-devel-qt4) [5.2.1 => 6.0.2]
* PyQwt (pyqwt5-qt4 is marked obsolete, pyqwt5 with internal Qwt5 replaces it)
* QScintilla (qscintilla2, python-qscintilla)  [2.6.2 => 2.8.4]
* OpenSceneGraph (osg-bin, osg-libs, osg-dev) (3.0.0 => 3.1.7)
* OSG Earth (osgearth-bin, osgearth-bin, osgearth-dev) (2.0.0 => 2.4)
* GPSBabel (gpsbabel, gpsbabelfe) (1.4.2 => 1.4.4)

That should cover everything depending on Qt except tora, OTB and OSSIM.  I'll
do tora later (nothing depend on it) and would like to leave tora to their
maintainer.  I hope that ok with you, Julien.

python-numpy 2.7-1.7.0-1 that was marked "test" was promoted to "current"
replacing 2.7-1.5.1-1 to resolve a msvcr90.dll dependency (see #453[1]).
