If I look at the various available qgis installs in OSGeo, I get the following:

*2.18.9-1 - qgis
*2.99.0-91 - qgis-dev
2.14.0-1 - qgis-full
2.99.0-1 - qgis-full-dev
2.18.0-1 - qgis-full-rel-dev
*2.14.15-1 - qgis-ltr
2.8.2-1 - qgis-ltr-full

I have installed the ones marked with '*' and the remaining 'full' seems to be 
older versions of the others, so normally I wouldn't look at them for missing 
items. 

Since I haven't installed any 'full' versions and the QT designer only is 
available through them, why do I get Designer batch files for each of the 
installations I have made?

You probably installed qgis and not qgis-full.  qgis doesn't depend on
qt4-devel, which has designer.  qgis-full however does.

Same for qgis-ltr and qgis-ltr-full.
