#579: Installer always creates desktop shortcuts to OSGeo4W Shell

The installer always creates Desktop shortcuts to "OSGeo4W Shell" even if
the "Create icon on Desktop" checkbox is not checked.
The link is created on the Desktop in a folder named like the "Start menu
name" at the end of the post install processes.
