#614: Include Active Qt library and PyQt qax* libraries

The Qt version deployed with osgeo4w does not include the Active Qt
libraries (or their PtQt counterparts).
These would be very useful to include in the distribution, as they would
allow development of QGIS plugins and scripts which could integrate with
other Windows components via the COM object model (e.g. embedding content
from MS Office).
