Include the rasterio library as a python module (to be imported in PyQGIS)
and support the versions of GDAL used in the current QGIS latest and long
term releases.

The current Gohlke build for rasterio
(https://www.lfd.uci.edu/~gohlke/pythonlibs/#rasterio) is not compatible
with OSGeo4W without also installing updated GDAL.
