Since PROJ 7.0, proj-dev relies on the GeoTIFF grids contained in
https://github.com/OSGeo/PROJ-data . The archive can be built with "mkdir
build; cd build; cmake ..; make dist". It should be installed in
$osgeo4w_root\apps\proj-dev\share\proj
