#685: OSGeo4W v2: missing fftw package - GRASS tools not working

The {{{fftw}}} package is missing in the OSGeo4W v2 repository.
This leads in issue running (some?) GRASS Processing tools with QGIS
installed using the OSGeo4W v2 Network Installer or the QGIS MSI
Standalone Installer.

The {{{fftw}}} package is present in the OSGeo4W v1 repository as
dependency of {{{grass}}} and {{{grass-daily}}} packages.
