#687: Install specific package version via command line

Using the network installer, is it possible to specify the version of the
packages to be installed? Something like the following would be very
handy:
{{{osgeo4w-setup-x86_64.exe --autoaccept --quiet-mode --site
http://download.osgeo.org/osgeo4w --packages icu-libs=56.1-3}}}
This would allow us to roll back to the previous version (I believe only
the previous version is kept?) in a more automated manner.
