The CRS of the layers is not recognised with QGIS 3.16.13 installed using
the OSGeo4W v2 Standalone Installer QGIS-OSGeo4W-3.16.13-1.msi

The issue doesn't occurs with QGIS 3.16.13 installed using the OSGeo4W v2
Network Installer.
The issue doesn't occur with QGIS 3.16.13 installed using the latest
available OSGeo4W v1 Standalone Installer QGIS-OSGeo4W-3.16.13-1-Setup-
x86_64.exe or the
OSGeo4W v1 Network Installer.
