#753: python3-rasterio broken in latest release

After installing python3-rasterio, `import rasterio` fails with
`ImportError: DLL load failed [...]`.
I believe this is caused by the fact that QGIS and most other packages now
link to gdal305-runtime, but python3-rasterio still depends on
gdal304-runtime.
