#784: qgis-ltr installs/updates with grass8

Is this done on purpose: Updated my ltr version 3.28 of gis to 3.28.5 and
found that it installs grass 8. I have qgis-ltr-grass-plugin in my list of
packages to install and initially grass78 was installed. Both versions of
Grass are now in my installation directory. I expected that LTR will keep
main version numbers.
