In my experience some users have problems with command line tools or even never 
opened the cmd shell.

By the way, the "qgis.db" in the "privat" profile directory can deleted without 
issues, if it is broken. QGIS will create a new one on startup.

Oh, sorry - you mentioned that already - although to me that is the standard
tool.
