QGIS just reports which version is was built against, which is not
necessarilly the version it is current running with. For some libraries
it also reports, which version it is currently using, but not for all
(some even don't have an API to check that; you can verify using
`qgis.PyQt.Qsci.QSCINTILLA_VERSION_STR` in the python console).
