New description:
In order to use QtWebEngine in QGIS with python, only the following
versions of PyQtWebEngine will work:
PyQt5-WebEngine >= 5.15.6
PyQt6-WebEngine >= 6.2-maint
Any version below that will throw an error when initialized.
