Isn’t all of this because of not respecting the compatibility guarantees of the vc runtime? After getting hinted twice in the tickets here, I wrote something up in https://github.com/OSGeo/grass/issues/5663#issuecomment-2968286284. In short, I suspect the build computer uses too old versions of the toolset, and especially the linker needs to be recent enough. Are the pdal libraries compiled from source on the osgeo4w server too? If not, it might be why they would be newer. I also noticed that the vcredist uploaded seems very old.
