Fixed with pdal* 2.9.0-4 for qgis and qgis-ltr. The latest standalone
installers still ship the affected version.
The issue still occurs using qgis-dev and qgis-qt6-dev, since they are
built against GDAL 3.13-dev, whiale pdalcpp.dll is built against GDAL
3.12.
To avoid the issue, I would suggest to create specific pdal* packages for
qgis-*dev that are built against the same GDAL version of qgis-*dev.
