#2495: quickstart Mapserver wms is not accessable at

* http://localhost/cgi-
bin/mapserv?map=/home/user/mapserver_quickstart.map&SERVICE=WMS&REQUEST=GetCapabilities&VERSION=1.3.0
does not give back the get capabilities document. Looks like the file can
not get accessed
* looks like the file is not reachable by MapServer. When I place it at
/usr/local/share/.. the WMS works fine
* is there a symlink missing or any change from the former version
Same problem for the qgis server quickstart example
