A fragment can attach to only one host:

3.14.1
The Fragment-Host manifest header must conform to the following syntax:

  Fragment-Host ::= bundle-description
  bundle-description ::= symbolic-name
   (';' parameter ) * // See 1.4.2

The syntax does not support multiple bundle bundles. The API is made
multiple that if one day we support multiple hosts, we do not have to
change the API. We discussed this issue a lot and originally decided
to support multiple hosts but ran into some nasty cases we could not
solve for R4.
