I have questions on ServiceTracker:
Q. Should "tracking count" of ServiceTracker be incremented when a
service to be tracked is MODIFIED ?
While the section 701.3 of spec R4 seems to tell that it should be,
the section 701.8.2.14 says it should be only for ADDED and REMOVED.
