They are case sensitive (like package names in Java).

I will raise a bug on section 3.5.2 to be more clear on this.

Are bundle symbolic names compared case-sensitive or case-insensitive?
Section 3.5.2 (Bundle-SymbolicName) of the core specification does not
appear to detail this, and I couldn't find it anywhere else.
