What are the required and optional services from the Core R4/V4.1
spec? IIUC, Package Admin, Start Level, and Permission Admin services
are optional. I'm not too sure about Conditional Permission Admin and
URL Hander but I suspect that they also are optional.
It's kinda confusing because the info seems to be spread out across
the spec, unless I accidently skipped over something.
