Niclas, I think you did a commendable job!
The documentation about the OSGi technical process is an RFC which are
all member confidential. However, I can give you the gist of it.
Anybody can write an RFP. This is a document with a description of the
application domain (defines terminology and how things are done
today), a problem description, requirements and use cases. This
document is freely distributed and discussing this document is open to
non-members upon request.
If the RFP is approved, a member must make the RFC. This must be a
member company because it will contain intellectual property and the
rights that members and the OSGi Alliance have is arranged in the
membership agreements. This RFC provides a technical solution to one
or more of the problems sketched in the RFP. This document is reviewed
by an expert group and after many iterations approved. The spec editor
will then take the RFC and turn it into a specification. This
specification is again voted upon by the EGs. The board will then
approve it for distribution to members that can review the
specification for any patent and IP issues. If this does not turn up
any problems, the Alliance board approves the specification for
release to the public.
Key in the process is strong focus on the early phase with the RFP
where we try to establish agreement on what we want to build and in
the later phases building consensus how we want to build. Quite
unique in the OSGi is that the specification is written by a hired
hand and not done by a member. This evens out the playing field for
the different members.
