Perhaps but, as you say, the overhead is high and besides it would
violate the specification to not allow code to execute from a bundle
in the RESOLVED state.


I realize that this is an academic point and that the overhead would be higher still but I think that a bundle classloader could be constructed so that it could handle even the above situation.
