I don't have the section in the specification that mentions this offhand
(perhaps it is not mentioned for conditional permission admin).  But yes
the permissions set with ConditionalPermissionAdmin and PermissionAdmin
should be persisted across framework restarts.

The permission admin section (10.2) does mention this ...

"The default permissions and the bundle-specific permissions are stored
persistently."

Are system permissions created with the Conditional Permission Admin
