Besides putting the sources into you project, you also have to export
the them. If you are talking about "plugin-in project" I assume you are
using Eclipse. There you can open the prepared MANIFEST.MF file and go
to the Runtime page and list the package in the "Exported Packages" list.

If you need more information regarding the Eclipse Bundle support, you
might want to ask in the respective Eclipse forums.
