We hit this problem with the Apache Felix event admin implementation as well. However, in the meantime the latest version from svn trunk in Apache Felix supports concurrent delivery including timeout handling.
So if events are sent concurrently from different threads they are delivered in parallel which in our case is a huge improvement compared to the old sequential delivery. Please note that events sent from the same thread are always delivered in the order they where sent. This is mandated by the spec.
