Hmm, that should certainly not be necessary, all those packages should be exported automatically. Maybe Tom has some ideas about this part.
However, you're also getting the wrong kind of error. If you have correctly imported javax.swing but it is not exported by the framework, then your bundle will fail to resolve, and will never get a chance to throw NoClassDefFoundError. It may be helpful to post your bundle manifest to this list.
