Out of the box OSGi frameworks will install bundles from remote URLs. While the downloading capabilities (e.g, restartability, ...) are framework implementation dependent most frameworks I know of do NOT support download restart. There are several options for provisioning OSGi systems. For example, Equinox p2 (http://eclipse.org/equinox/p2) has sophisticated download and staging capabilities.
