They will be separately specified. They are just in RFC 147 since it was 
the first RFC to define the work. But in the final spec, they will have 
their own spec chapters.

Hi,

Im a bit an unease with the Converter and Formatter services introduced
as part of the Command Line Interface RFC 147 in Draft 3.

These services IMHO are quite central and probably useful on their own
that they warrant to become their own service specification. All the
more that the Converter Service is referred to by the "User Friendly
Configuration" part of the Configuration Admin update.

Will these services become a standalone spec ?
