Thank you very much for your quick response to my question. I see, I understand. Let me make sure if I understood right. When BundleB is tried to resolved, the resolving process for BumdleA is executed at that time. In this case, because BundleA cannot be resolved, package 'q' is not exported (and BundleB cannot import the package q from BundleA). If so, is the definition of it described in the spec? As far as I checked, I couldn't find the distinct description.
