Thinking of bundle start level, if Exception occurred while starting a bundle 
at level1, will it impact the starting of other bundles? For example, will a 
bundle at level2 will be still started?

It should have no impact on starting other bundle. But the other bundles 
may depend upon services of the failed bundle which are not present.
