Regarding the definition of BundleWiring.listResources

http://www.osgi.org/javadoc/r4v43/core/org/osgi/framework/wiring/BundleWiring.html#listResources(java.lang.String,
java.lang.String, int)

in particular the paragraph:

  *"Only the resource names for resources in bundle wirings will be
returned. The names of resources visible to a bundle wiring's parent class
loader, such as the bootstrap class loader, must not be included in the
result."*

It would seem that consideration is made for fragments which actually
contain the classes.

However, when a fragment (extension bundle) is used to extend the exported
packages of the system.bundle, but doesn't contain the classes (i.e. a
fragment with only a manifest and a Export-Package header), this
consideration fails even though these are clearly valid bundle wirings.

Is this the expected behaviour?
