Yes, this is something that I'm also interested in. I think there are
(at least) two levels to be distinguished here.
1. ConfigAdmin running on each node in a cloud system and providing a
way to control each of them from a central management console,
possibly including bulk operations applicable to a number of nodes.
2. A more high level configuration concept where an entire system's
configuration is controlled by setting a few configuration values on
the level of the entire cloud system/application.

Originally this was included in the discussion of RFC 183 (Cloud
Ecosystems) but it was decided to separate it out to allow it to
evolve independently. I know various people have come up with
approaches for this and I think it would be nice to start a new RFC to
discuss/design this further...
