The following does not answer your question with respect to the OSGi Alliance’s 
official plans… however I have already built a proof-of-concept demonstrating 
that OSGi can run within the Java 9 “unnamed module” and resolve dependencies 
against the platform modules. I wrote a blog post about it here:
